Programa de ajuda militar norte americano a Taiwan aumenta tensão com a China.
O Departamento de Estado americano informou o Congresso, sobre concessão de uma verba de US$ 80 milhões, modesta em comparação com as vendas mais recentes de armas a Taiwan, mas com um detalhe, é a primeira no âmbito do Programa de Financiamento Militar Ultramarino. O anúncio irritou muito Pequim.
Mesmo Washington, para todos os efeitos, reconhecendo a soberania da China sobre Taipei desde 1972, ao mesmo tempo, com o fornecimento de armas à ilha que se declara autônoma democraticamente, os norte-americanos tem o objetivo declarado de dissuadir Pequim de qualquer desejo expansionista. Isso vem sendo feito por sucessivas administrações dos EUA por meio de vendas, mas nunca com uma ajuda direta a Taiwan.
Mesmo com o Departamento de Estado estadunidense dizendo que esta primeira ajuda concedida no âmbito do programa não implica qualquer reconhecimento da soberania de Taiwan, o governo Chines já prepara represarias em nível internacional.
“Consistente com a Lei de Relações com Taiwan e com a nossa política de longa data de Uma Só China, que não mudou, os Estados Unidos estão disponibilizando a Taiwan itens (de armamentos), serviços de defesa necessários para permitir-lhe manter uma capacidade de autodefesa suficiente”, disse um porta-voz do Departamento de Estado.
O Ministério da Defesa de Taiwan agradeceu o apoio. “Esta ajuda contribuirá para a paz e estabilidade regional”, garantiu o órgão num breve comunicado de imprensa.
A entrega de armas deve agora ser aprovada pelo Congresso, o que não significa que tanto os Democratas como os Republicanos apoiem Taiwan. O deputado Mike McCaul, presidente republicano do Comitê de Relações Exteriores da Câmara e crítico da política externa de Biden, saudou a medida.
“Estas armas não só ajudarão Taiwan e protegerão outras democracias da região, mas também fortalecerão a postura de dissuasão dos Estados Unidos e garantirão a nossa segurança nacional face a um PCC cada vez mais agressivo”, afirmou, em referência ao Partido Comunista Chinês.
Nos últimos meses, Pequim e Washington renovaram o diálogo com uma série de visitas de altos funcionários americanos à capital chinesa, incluindo o chefe da diplomacia, Antony Blinken. Mas a questão de Taiwan continua a sendo um grande obstáculo, com as autoridades chinesas aumentando as advertências e considerando os Estados Unidos interessados na independência total da ilha. Em pouco mais de um ano, o governo chinês realizou três grandes exercícios militares em retaliação a visitas de líderes taiwaneses ou americanos.
O presidente chinês, Xi Jinping, está se afastando cada vez mais da manutenção do status quo da ilha, segundo altos funcionários dos EUA. Os especialistas americanos em geopolítica, no entanto, se interrogam até que ponto as recentes dificuldades econômicas vividas pela China e a invasão da Ucrânia pela Rússia poderão levar Pequim a desistir deste caminho.
Esta é a segunda vez em poucos meses que a administração Joe Biden inova no apoio a Taiwan. Em julho, o presidente americano aprovou ajuda militar a Taiwan no valor de US$ 345 milhões retirados de armamentos ou “anti-blindagem e defesa antiaérea”, a exemplo do que foi feito com a Ucrânia desde o início da guerra, em fevereiro de 2022. Israel é o maior beneficiário de financiamento militar estrangeiro dos EUA, com mais de US$ 3 trilhões por ano.
Diante destes últimos movimentos, no tabuleiro de xadrez da geopolítica internacional, o que nos resta é aguardar as próximas jogadas de ambos os lados diretamente envolvidos neste embate.
